One of the possible ways that the lore could work to explain why the Ruined Portal, Village, Pillager Outpost, and Woodland Mansion all exist in the same place would be that the Villagers discovered the ruins of the portal and it held some significance to them so they created a Village there. Then when the Pillagers invaded, they set up an Outpost there as part of their occupation. As the Pillagers came to study the portal ruins, they also found some significance to the place and decided to create a permanent settlement of their own (the Mansion) nearby. The villagers are unwilling to abandon their sacred place so they stay even though it means that they live under constant threat and oppression by the Pillagers.
