Ehhhm, I already had the light block before 1.17
You need the command:
/give @s light_block 1 (the one stands for the amount) 15 (the number you write here decides the amount of brightness its going to send out)
I'm in bedrock and we've had it for a while
..its.. been in the game and its only a command like.. "give player light block" in chat
