Soul SOIL can't be used to spawn the wither, only soul SAND can do that. Get your facts correct before you tell us them. However the thing about it being dropped by another block if mined without silk touch is false, soul soil can be mined with anything and can ONLY be dropped by soul soil, soul sand is unable to drop it at all. (At least all of this is true in bedrock that is)
