But items do just fill up in the hopper minecart basin – a hopper minecart doesn't drop items into containers below it (though like a chest minecart it can be pulled from by a hopper below), it only collects items from above.

Woah that kelp tip is a horrible one. Dried kelp is a pretty good fuel source, so you can just refeed your furnace with the kelp you cooked to get unlimited experience.
