The only question that I'm going to ask is why Herobrine is so weak XD (might because of steve)

I think Herobrine has always been a title. Steve became Herobrine, he got the title after he unlocked his true power. Herobrine might be Steve's twin brother, therefore both has the same powers, and Herobrine literally sounds like a title.
